As President of Piedmont Western Utility Services, Justin Ballard oversees all daily operations, including estimating, project management, project controls, safety, and resource management. With more than a decade of industry experience, he focuses on improving operational efficiency through communication, technology integration, and strategic leadership.

Before founding and leading PWUSI, Justin served as Chief Operating Officer at a previous firm and as Division Manager at Strike USA, where he managed large-scale pipeline and utility infrastructure projects. He holds a degree in Civil Engineering from the University of Alabama.

Josh Hilko brings over a decade of oil and gas industry experience and more than 20 years in the broader construction field. Beginning his career in the field, he advanced to superintendent before leading the Maintenance and Integrity division at his previous company. His extensive background in civil, building, and energy construction gives him a strong foundation for managing complex projects from start to finish.

At Piedmont Western Utility Services, Josh oversees teams across the Pipeline, Maintenance & Integrity, and Small Facilities divisions. His responsibilities include project execution, budgeting, scheduling, estimating, procurement, safety, quality control, and client relations. Josh’s leadership and technical expertise ensure every project is completed safely, efficiently, and to the highest quality standards.
